Maya SinghBhopal: Usha Kiran centres will be opened in all 51 districts of the state to provide all facilities to violence affected women under one roof. Woman and Child Development Minister Maya Singh said that Chief Minister Shivraj Singh Chouhan had announced this. In pursuance of this, directives have been given to all districts to open these centres. For this, Rs 153 lakh has been sanctioned. Minister Singh informed that in Usha Kiran centres, affected women and girls will be provided facilities of shelter, treatment, police and legal assistance, counseling and rehabilitation at one single place.

Due to this, affected women will not wander here and there. Usha Kiran centres will be established as per norms of Central Governments One-Stop Centre (SAKHI) Yojana. The centre will first of all take affected woman to nearest hospital for medical assistance through information or any other source. Concerning womans FIR, NCRR and DPR will be registered in the centre. Affected woman will be given counseling as per nature of violence against her and extended legal assistance at the centre to administer justice to her. Temporary shelter food, clothes etc. will also be provided to affected woman in the centre. Video-conferencing facility will also be provided to dispose of police and court cases within time-limit.

For providing facilities to women reaching Usha Kiran centres, accountability of 4 departments including Woman and Child Development, Public Health and Family Welfare, Home and Law and Legal Affairs departments has also been fixed.

Woman and Child Development Department will link CM Helpline 181 with Usha Kiran centres. It will arrange mental and social rehabilitation by forming counseling panels comprising counselors and psychiatrists. In case, concerning woman is not rehabilitated in her family, she will be imparted training as per her interest and capacity under Mukhyamantri Mahila Sashaktikaran Yojana. Along with creating awareness, widespread publicity about the centres will also be made.

Public Health and Family Welfare Department will make available health workers speaking local dialect as per protocol issues by the Central and state governments. Along with issuing calendar of protocol to Usha Kiran centres, the department will also provide a directory containing information about government-private hospitals, doctors, government and private ambulances. Services of 108 emergency response service will also be made available. It will ensure that evidences should be collected properly in favour of rape victims. The department will also train and increase awareness of health and paramedical staff.

Home Department would convert womens desks in police stations to Usha Kiran centres. It will name officers who would file FIRs in Usha Kiran centres. Along with collection of evidences properly, it would also link Usha Kiran centres with Women Helpline 1090. The department would assist in training to police personal to be sensitive in cases of violence against women.
