Bhopal: Chief Minister Shivraj Singh Chouhan has said that the states colonies will be freed from the blot of illegality. The work of regularization of colonies will be started on April 7 and completed on August 15. He issued instructions to initiate the unorganized labour registration work as a campaign. Chouhan was addressing a workshop related to regularization of illegal colonies at Academy of Administration on Monday. The workshop was organized by Department of Urban Development and Housing. Chairman Housing Board Krishna Murari Moghe was also present during the workshop. Chouhan presented a certificate for bagging the first position in the state in Livelihood Mission (Urban) to Minister Maya Singh.
Chouhan further said that the democratic system is for the public. Rules, regulations and law are all valid only if they are for public welfare. If not, they will be changed. Government has undertaken the work of regularization after taking into account the pain of illegal colonies. Pattas have been given to the displaced and merger grievances have been resolved. Work of regularization should be carried out with enthusiasm and zeal with a view to bring happiness in the lives of the residents. No obstruction in the process of regularization will be accepted. Where there is no way, a way out will be found to make changes or additions in the rules.
He stressed on the need to keep provision for arrangements of facilities of well-equipped housing under Urban Planning for the populations to come in the cities in future. He said that the governments effort is to take Vikas ka Prakash to every poor person. He said that he will personally monitor regularization of illegal colonies regularly.
On the biggest scheme made for unorganized labourers, Chouhan said that this scheme is an opportunity to create new history in service. The work of registration will be undertaken from April 1 -14 in the form of a campaign. It should be ensured that the labourers should get a piece of land or house, free treatment, free education nutritious meal, employment and social security along with registration. Farmers who have less than one hectare land are also included in unorganized labour.
The Chief Minister said that stern action would be taken against those who cast an evil eye on women so that an atmosphere of fear is created. He said that the encroachments of anti social elements will be razed. Also it should be kept in mind that the common man is not troubled. Chouhan congratulated all urban bodies for improvement in cleanliness survey.
Minister for Urban Development and Housing Maya Singh said that the process of regularizing illegal colonies has been made so that the development work of all colonies of the city can be done uniformly. This will enable regularization of 4,500 illegal colonies. Madhya Pradesh is the first state to have regularized illegal colonies through the legal process. Earlier the illegal colonies established till December 31, 2012 were regularized which has now been extended for colonies up to December 31, 2016. The contribution of the residents in growth rate has been reduced to 20 per cent. The remaining amount will be borne by the concerned body. The MP and MLA Fund will be used. The residents will get facilities including water, power and sewage on service charge like in legal colonies.
Chief Secretary BP Singh said that effective efforts have been made to regularize illegal colonies. Efforts have been made to mark basic causes for illegal colonies and find their solution. He said that these efforts will bear fruit only when all illegal colonies become legal and no illegal colony pops up.
