Bhopal: Chief Minister Shivraj Singh Chouhan instructed departments to set priorities, in a joint meeting of all Ministers, senior officers, Heads of Departments on Tuesday at Mantralaya. Chouhan said that 2017 is very important year. This year a new environment was created in the state and in the country. Prime Minister Narendra Modi started drive for reviving India. Madhya Pradesh will contribute in it with its utmost. He said that good governance, development and public welfare will be in focus. He said that Corruption won’t be tolerated at any level and at any cost. Departmental minister will be held responsible for getting complaint of corruption. Policy of zero tolerance would be adopted over corruption. Officers would be terminated from the job after being involved in corruption despite warning.

Chouhan said that vision document 2018 and Sankalp Patra 2013 would be guiding documents. He instructed all departments to review departmental activities as per the two guiding documents and set priorities in New Year. Chouhan greeted officers on New Year. He said that 2016 was the year with achievements. Simhastha and Vaicharik Kumbh were successfully organised. Global Investors’ Summit was held. State received Krishi Karman Award consecutively fourth time. The Prime Minister kick-started crop insurance scheme from Madhya Pradesh. Besides, ‘Gramoday Se Bharat Uday Abhiyan’ was successfully launched. Ministry for happiness was created which got applauds and work on smart city was started. Beginning of ‘Namami Devi Narmade’-Seva Yatra, Jal Mahotsava and training on poor welfare schemes were main achievements.

The Chief Minister said that CM Helpline-181 and Public Service Delivery Guarantee Act are important tools for good governance. Strict action would be taken against officers for dereliction in their execution. Chouhan instructed all departments to promote cashless transaction to eliminate the possibilities of corruption. Bring total transparency in departmental process and systems. He said that Madhya Pradesh can set example in the country in cashless transaction.

Regarding activities and work plan on ministry of happiness, the Chief Minister said that its activities would start in all districts from January 14. He issued instructions to departments that they should explore ways to help needy people. He said that human feels happy in extending help to others naturally. Departments should consider formation of innovative process and schemes on the basis of this.

The Chief Minister asked all departments to participate in Namami Devi Narmade – Seva Yatra. He said that this campaign is a unique one with collective efforts and public awareness for river conservation. Madhya Pradesh can show global example in this regard.

Chouhan issued instructions to departments to incorporate new services in public service guarantee act. He said that public servants would be punished for dereliction in delivering public service and officers performing best would be awarded. He directed to install CM Dashboard so that progress of departments could be easily assessed. It was informed in the meeting that departments had given approval to incorporate 61 services purview in public service delivery guarantee act.

Asking to take seriously development-related priorities of MLAs, Chouhan said that tasks related with public should not be kept pending. Chouhan asked to take cognizance on complaints received through social media and take action on them. The Chief Minister instructed the chief secretary to hold department wise programmes to award officers performing good. Warning should be issued to those whose performance is bad. The Chief Minister asked all departments to provide services through mobile app.

Chouhan reviewed CM helpline 181. He said that strict action would be taken against officers causing delay and dereliction in redressal of public complaints. Officers performing good would be given appreciation letter. It would be reviewed every month. Department -wise comparative chart for redressal of complaints would be prepared every month.
