Bhopal: Chief Minister Shivraj Singh Chouhan announced that removing the historic injustice with panchayat Sachivs, payscale 5200-20, 2000+ 2400 grade-pay will be given to Sachivs who have completed their 10-year service on April 1, 2008. Terming the Panchayat Sachivs as the foundation of rural Madhya Pradesh, Chouhan said that they will now be paid Rs 10,000 from the date of appointment itself. After two years they will be given 5200-20, 2000+ 1900 grade-pay. Chouhan was addressing a Panchayat Sachivs meet at CM House on Sunday.
Chouhan said that women serving as Panchayat Sachivs will be given 180 days maternity leave. Their Sachiv husbands will get a 15-day paternity leave. He said that it is the governments duty to honour the panchayat Sachivs. Sachivs are an important part of the government. On compassionate appointments for panchayat Sachivs he said that now the eligibility for compassionate appointments will be from April 1, 2008. They will get 15-day medical leave in case of illness. He said that the picture of rural Madhya Pradesh will be transformed with the help of panchayat Sachivs. All those facilities available in cities will now be available in villages also.
The Chief Minister said that the good performance of Madhya Pradesh in the rural development schemes is due to the hard work of Sachivs. He said that the about a decade back, the condition of roads, drinking water arrangements, housing facilities and interior roads in the villages was quite bad. Today a new phase of rural development of Madhya Pradesh is visible. Panchayat Sachivs used to get Rs 500 at the time when the government was formed. The amount was hiked to Rs 1200 in year 2008 and in 2008 the panchayat Sachivs started getting a regular payscale. He said that the panchayat Sachivs have always been supported by the government.
Chouhan said that the government is working for the welfare of the poor. Poor persons are being made land owners. Madhya Pradesh is on top in the Pradhan Mantri Gramin Awas Yojana in the country. Assistance will be given through Mukhya Mantri Antyodaya Awas Yojana in case of dearth of funds during construction of rural houses.
Lauding the panchayat Sachivs and the Panchayat and Rural Development Department, Chief Minister Shivraj Singh Chouhan congratulated them. He said that the rural development schemes will be implemented more effectively with support of all. Madhya Pradesh is on the second position in the whole country in Swachh Bharat Abhiyan. A sum of Rs 3500 crore in MNREGA and Rs 8000 has been spent on Panch Parmeshwar Yojana.
Panchayat and Rural Development Minister Gopal Bhargav said that the processes and systems based on information technology have brought transparency in the rural development schemes. He said that the injustice caused by announcements made in the favour of panchayat Sachivs has been removed. He expressed that it is the moral responsibility of the panchayat Sachivs to fulfill their duties along with their rights. Bhargav said that Madhya Pradesh will continue to progress in future also just as it has been progressing in rural development. For this more efforts have to be put.

A portrait of Mahakal was gifted to CM Chouhan by the Sachivs organizations. Director Panchayat Shamimuddin proposed the vote of thanks. Rajya Karamchari Sangh President Ramesh Sharma, Additional Chief Secretary Panchayat and Rural Development Iqbal Singh Bais, Principal Secretary to the Chief Minister Ashok Varnawal and large number of secretaries were present on the occasion.
